The Government of Romania has
received a loan from the International Bank for Reconstruction and Development
(IBRD) to support the institutional building process of the private and public
sector (PPIBL) in the general reform process of Romania. Part of the proceeds of
the PPIBL Loan will be allocated to consulting services provided by a
consulting firm to improve the capacity of policy analysis and forecasting of
the Ministry of Economy and Finance (MoEF).
The main objective of the consulting services is to assist the Tax Revenue
Forecast Directorate to improve its medium term macroeconomic and fiscal
forecasts by building a small macro-economic model, including development of
reliable databases needed for the preparation of forecasting model.
For the achievement of the above mentioned objective, the consulting firm shall
carry out the following activities:
- · (a) to build and customize a
macro-economic model able to deliver reliable and economically consistent
medium term forecasts (for a forecasting horizon of two/three years, excluding
the current year) and to highlight the policy trade-offs that exist at that
level
- · (b) to develop disaggregated
revenue and expenditure forecasts, based on the elasticity of each of the
revenue components to its tax base and the respective tax base’s sensitivity to
changing economic conditions
- · (c) to put in place a framework
for correctly assessing the output gap, this being extremely relevant for both
analyzing the overall stance of the economy and the desirability and timing of
certain policy measures, as well as for evaluating the structural budget balance
- · (d) to provide on the job training to the
staff of the MoEF (particularly staff from Tax Revenue Forecast Directorate –
maximum five persons) for using the developed customized macroeconomic models
The duration of the assignment is of 6 months and the consulting firm should
start the activity within one week from the effective date of the contract.
The consulting firm is advised to provide a team consisting of one foreign
expert, whose input will be of 4 staff months and two local experts, whose cumulated
input will be of 10 man months (5 staff months each). The foreign expert will
spend at least 40 per cent to 50 per cent of the working time in Bucharest or in other relevant locations in Romania, grouped in 4-5 visits in Romania.
The proposed experts must have the capacity to mentor and facilitate learning
by the MoEF’s staff.
The international consultant needs to have the following:
- · An advanced degree in economics
- · At least 10 years of experience
with macroeconomic forecasting, modeling and econometric techniques
- · Relevant experience with fiscal policy,
preferably in an institutional setting such as Ministries of Finance, Central
Banks, or recognized research organizations
The local consultant needs to have the following
- · An advanced degree in economics
- · At least three years of
experience with macroeconomic forecasting, modeling and econometric techniques
- · Relevant experience with fiscal policy,
preferably in an institutional setting such as Ministries of Finance, Central
Banks, or other recognized research or academic organizations
A good knowledge of English is essential for all members of the core team
working on this assignment.
The Ministry of Economy and Finance, through the Project Management Unit (PMU –
PPIBL), now invites eligible Consulting firms to indicate their interest in
providing these services.
The expressions of interest must provide information indicating that the
Consulting firm is qualified to perform the above mentioned services,
respectively:
- · General information: core
business and years in business, address, contacts, number and country of
registration etc; presentation of services provided, references
- · Specific information on the
Consulting firm experience in the field of the assignment: number of years of
professional experience; description of previous similar projects performed
related to macroeconomic forecasting, modeling and econometric techniques;
demonstrated experience in working with other Ministries of Finance, Central
Banks, or other recognized research or academic organizations from European
countries
- · Information regarding the availability of
appropriate specialized staff for the assignment: description of the team
proposed to carry out the assignment, qualifications and expertise of key
staff, years of professional expertise; working experience in countries member
of the European Union
The expression of interest will be analyzed against the following evaluation
criteria:
- · General qualifications of the
Consulting firm – 30 points
- · Specific experience of the
Consulting firm in the field of the assignment – 60 points
- · Availability of appropriate
specialized staff for the assignment – 10 points
The Consulting firm will be selected using QCBS method (Quality and Cost Based
Selection), in accordance with the procedures set out in the World Bank’s Guidelines:
Selection and Employment of
Consultants by World Bank Borrowers, January 1997, revised
September 1997 and January 1999.
Following the evaluation of the expressions of interest, the consultants
selected on the short list will receive a request for proposals based on which
they will submit the Technical and Financial Proposal. The firm securing the
highest combined technical and financial score shall be invited for
negotiations. The contract will be subject to the World Bank’s no objection.

Mrs. Cornelia Munteanu at the address below not later then 21 May 2007 at 1200
hours (local time).

The Republic of Macedonia has
received financing from the Dutch Government as a support for strengthening the
public sector performance and intends to apply part of the proceeds for a
consultant's services for the Ministry of Labor and Social Policy used for the
preparation of the Law for establishment of the bases of the system of salaries
in the public sector.
The general objective of this assignment is providing technical support for the
drafting of the Law on Establishment of the Bases for the System of Salaries in
the Public Sector, including:
· (i) Creation and preparation of
a legislative framework which will define the basic principles of upgrading the
employees in the public sector
· (ii) Providing assistance, i.e. guidelines
for drafting of the secondary legislation in order to finalize the system of
upgrading the employees in the public sector
The Consultant is envisaged to:
· Review of the existing
regulations, the activities undertaken so far, for the purposes of preparing
the system of salaries in the public sector
· Assist the Ministry of Labor and
Social Policy and its partners in the preparation of a draft Law containing the
basic framework for establishing the principles for upgrading the employees in
the public sector, defining the responsibilities and obligations of the
institutions for the purposes of successful implementation of the system of
salaries, time frame for successful implementation of the Law and the relationship
between the law, the secondary legislation and collective agreements
· Advise the law maker, Government
and Parliament as they review, revise and take decisions on the proposed Law
defining the basic frame for establishment of the basic principles for
upgrading the employees in the public sector, defining the responsibilities and
obligations of the institutions
· Development of a model for
preparation of fiscal projections for reforms of the salaries in the public
sector, testing of the model and training of the staff responsible for
implementing the system, including provision of technical assistance to
government staff in the use of that model
· Provision of assistance for reviewing the
existing legislation and drafting of new legislation for the purposes of
implementing the established principles and criteria
The desired qualifications and knowledge of the consultant are the following:
· Human resource management,
especially salaries and employment in the public sector and evaluation of job
positions
· Specific legislation for public
services and assessment of legislation impacts, mainly in eastern European
countries
· Fiscal impact modeling
· At least five years of
experience in the public administration especially in issues related to
salaries, human resource management and public policies

procedures as specified in the World Bank’s Guidelines: Selection and Employment of
Consultants by World Bank Borrowers, January 1997 (revised
September 1997, January 1999).
